You can obtain it from inside this house, which is located in Safari Area 3. The HM will appear as a Pokeball on the table. When you are teleported to the Safari Entrance follow these directions to get to Safari Area 3: East to Safari Area 1 -> North-East to Safari Entrance -> West to Safari Area 2 -> South to Safari Area 3.
