so i bought the pass twice in a row and it wont let me surf
Hi ModdedWolf,

 

Did you obtain the HM Surf? You can obtain it from inside this house, which is located in Safari Area 3. The HM will appear as a Pokeball on the table.

When you are teleported to the Safari Entrance follow these directions to get to Safari Area 3:

East to Safari Area 1 -> North-East to Safari Entrance -> West to Safari Area 2 -> South to Safari Area 3.

 

If this wasn't your issue, please be a bit more clear exactly what is happening so I can do my best to troubleshoot this with you.
