It's not a bug; you simply have not yet caught an Ampharos and will need to do so in order to continue to progress through the quest. Make sure to double check all requirements before posting a bug report!

You've already talked to this NPC and forced the dogs to roam, go check if Ho-Oh is at the top of Bell Tower please. Proceed through the quest normally.
