You must first catch 10 different Kanto Pokemon to obtain the HM Flash.

Head east of Vermilion City, enter Diglett Cave and follow it through to Route 2. Once there you should head South to the stophouse. Oak's Aid will give you the HM Flash if you have those 10 different Kanto Pokemon. After you get Flash, you can go east of Cerulean City to continue your adventure.
