Today while trying to use leech seed on a Marill, i just had the message "it's completely ineffective" and the attack of the Marill did not increase as it was supposed to. When using Mega Drain on the same Marill, Sap Sipper worked properly and increased its attack. Another player helped me try that Leech Seed should indeed trigger Sap Sipper and here is the replay: https://replay.pokemonshowdown.com/gen7ou-753524380 Which confirms that Leech Seed not triggering Sap sipper is a bug.
