To obtain a bike voucher you must first talk to Youngster Samuel who can be found in the house right of Vermillion Pokecenter. He will ask for $60,000 and an OT (Orignal Trainer, caught by yourself) Ditto. Ditto can be found at Route 8 in the grass. You can also obtain $60,000 quite easily by going over dig sites and re-battling trainers. After trading these to Youngster Samuel, you must head up to Cerulean City and enter the Bike Shop. In the shop, talk to the owner and he will offer you a Bike for the Bike Voucher.
