i have done Johto and Hoenn regions already .. it really takes so long to get back to Kanto .. cuz i cant use the Subway

did you give him the nocturnal feather which can be stolen from pidgeotto on route 16?

Are you following the Subway System Quest guide? Was the dialogue for the Saffron Manager the same as the guide, and what did Yorkie tell you? Did you try checking the locations for his brother anyway?
