Have a level cap on trading instead of waiting for the fourth gym. Ever badge you win the higher the level the pokemon you can trade for.

 

 

Evolution:

Have a specific stone, item or level for the pokemon that have to be traded to level up.

 

Pokedex:

Maybe show when pokemon level up in the pokedex.
