In mt moon entrance u can buy a magikarp for 1.5k i did and i got the choice to learn dragon rage but when i got the option my pc shut down because of low power, any way i can learn dragon rage to my magikarp?

You can try your luck again after a week as the Magikarp Seller has a 7 days cooldown between two sales.

You can make the money back rather fast by digging, mainly. The Officer Jemy Bounties are a great option as well considering you haven't done them yet, or you could follow Daeon's Guide to Money Making for more ideas.
