Cant drag and drop order of pokemon [SOLVED]

Hi when i try and drag and drop my pokemon, only the top 3 can switch. This makes it inconvient to train. Is there a fix

 

Edit: Its just a teddiursa snorlax and hitmonlee i cant swap
