The "starting price" is the starting price; if u got a starting price of 200k, that means that I can start offering from 200k onwards. When some has already offered the starting price (or has offered more than the starting price), I can't offer the same than that person; but yeah, keep in mind that is correct that someone pay your starting price instead of overcome it.

 

If you don't believe me, you can check other posts with other bids, you can see people all time offering the starting price.
