Make sure to Battle with Jackson and talk with Jenson's blissey in the ballroom to get the secret potion and then you can go with the captain, Try to do that and let me know if the problem its solved! Did you talk with Jenson?, He is on the last room to the right in the Second floor, Talk with him and go to the ballroom with blissey!
