Why am I not allowed to enter Wondrous site? I can enter the other sites, but why not this one? The NPC says something about me not being special...

Hi everybody. I'm feeling lost in the game, my main goal is to pvp, but I'm having some difficulties. I did beat all regions, I have sync Natus, I have false swipe, but I'm struggling to level up my new pokes to 100 (Magikarp and Sneasel) and put a basic team together. At the moment I'm trying to get access do Cerulean cave, but I can't beat Lance, his pokes outspeed all my pokes, and I can't beat his third poke, it's dark/dragon. My team is Starmie, Dragonite, Mamoswine, Seaking, Golem and Gallade. What's the best approach here? Thank you.
