Gilbarre

So in Vermillion there are those two houses next to each other where both the residence hear a mysterious invisible Dragonair. The lady obviously asks the player's character to make it stop while the man in the other house has no idea what is going on. Is there a way to "make it stop"? Is it a quest of some sort? I've noticed some other strange things in Vermillion. Like in the old man's house who lived through the events from 10 years, on the second floor there is a lever by the stairs, but it appears to be unable to be interacted with. There also is that diary on his desk in the far left corner, but that also can't be interacted with. It seems out of place because it's open and looks to be in a different style than other open books. And then there is the crazy lady who is vehemently asking the player to not touch her trashcan for whatever insane reason she may have. Which honestly just makes me want to rifle through it all the more. Though, now that I think about it, I think I remember a similar lady in the official games who also did not want her trashcan touched. Also the policeman that caught the Rocket grunt that had stolen a truck load of Pokemon says that some got loose, well I was wondering if that had anything to with the invisible Dragonair. I have begun to speculate. And I don't like speculating because things get weird. I'm looking for answers. And like legit answers, not answers that are people trying to get me to leave. So what is this? Is there anything to it or not? Is it a work in progress thing? Do I need a membership for this? I've checked guides and the wiki and have come up empty handed.
