He didnt gave me forest gem even after i won from him pls resolve issue

Please explain me in detail sir pls i beated the forest master 2-3 times lossing but the gaurds there in the city arnt moving not letting me in to do further quest

As we know that if we lost to the forest master we cant catch keldeo as the gaurd wont let us go inside to fight to complete the quest please let it me not like that let it be catchable even after u lost to forest master once or more because keldeo is very good pokemon
