So on the PRO Walkthrough, apparently I'm able to teach Raichu/Pikachu surf by talking to Victor south of Fuschia City. I've retrieved the HM from the Safari Zone, and I went back to talk to him, yet all he asks me is if i got the HM yet. How am i supposed to teach Raichu surf?
