Figured it out, must be a different one didn't register, not sure but I found it and problem is resolved.

Spent a good deal of time yesterday going around and getting all the baskets for the events, but when I turned them in to the NPC in breezy, he says I've only got 39 of the baskets. On the first go around I followed each picture in order, starting in pallet town. I have since done a second walk through of the region and cant find the one it says I'm missing. Now, when I collected the basket on route 24, across from the nugget bridge, the server was being super laggy and showing signs of an incoming crash. (Npc not responding ect.) I had logged out and in and it allowed me to pick it up finally, but the only thing I can think of is that it glitched somehow and didnt mark it off as collected. I'll see about doing a third step by step run through of the locations, but I'm certain I've found them all.
