    The prompt for the (inactive) psyduck quest comes up as long as you go through the upper path to Bill's house (which requires cut). Also, poor Golbat eats his wing :(. https://imgur.com/a/0P0ftnb

    [spoiler=Fixed-I had to restart the client.]Since the server went down (a few minutes ago) I've not been able to surf. I've tried relogging, switching areas, and switching the pokemon in and out of the PC, but nothing seems to have fixed it. It still knows surf.
