Is it still tier 8? I'm really trying to catch one since 7 hours ago aprox but it doesnt appear, skuntank is same tier and it has appear 3 times which is normal but fletchling no

Does anyone have the same problem? Enter the safari zone and when i try to Enter to the third area the game resets and returns me to choose a server without my Money back. I tried twice and in both the game resets.
