Well, the Server is maybe down for like a few Hours, because its a BETA. They have to take it down to fix stuff, so if you dont like that just wait with the membership until its released. :/

There is an NPC right after you leaf Mount Moon and go to Cerulean City. But on the Top. Right near the stairs down the Water, this girl just stops you and you cant move anymore.
