It looks like you already have a blue bike? You can only have one bike.
From what I can see, it looks like you did complete the quest, and you bought the bike.
I did make a change, and you should now be able to see your ditto.

The reason the clefairy had as many points as it did is because this event also looks at natures and ability's. But I am glad we got it working for you.

Hello, Have you made it to the back of New Mauille and talked to the NPC's in the back?

@nayyoyo, do you have an escape rope you can use to get out from where you are? I just went and tested every dive spot and was unable to reproduce this. So I don't know if the dive spot was bugged or not.
Let me know if you are able to escape rope out.

Also the world quest guide says, ''Until you capture the Pokemon that was spawned, run away from it or faint against it will remain on the same spot. Therefore, you can leave the island in order to get Synchronize Pokemon from the Pokemon Center or to buy Master Balls. '
What this is saying is the pokemon will be there until you battle it. It is worded in a difficult way. But it is trying to say That the pokemon will be there, until you
1) Catch it
2) Run from the battle
3) Faint to it

There is no bug if you use the item from the shop vs a pokemon that know the move.
Can you follow this guide to ensure you have done all the prerequisite steps, as well as hit the correct rocks?

Are you sure you do not have a Bike? When looking at what items you have, it says you have a Yellow Bicycle.
