Oh, Thanks. I'm looking for the NPC in the wrong place, on the outside of BCC.. Now I can catch GENESECT, a shame about my sync fail lol

THE NPC TO CAPTURE GENESECT DOES NOT APPEAR I had presented a pokemon with 140+ IV before completing 500 hours of play. I won the Volcarona wings, and the congratulatory message from the judge. After completing 500 hours of play, I returned to the BCC location and similarly the NPC did not appear in the outside area of the BCC. I did the BCC again and captured another Pokemon with 140+ IV, as shown in the image. I submitted it to the judge, I didn't receive the congratulations for being a poke greater than 140 IV and the NPC still didn't appear in the external area to capture Genesect. Please, can some Staff help-me?
