Lol could you tell me where the move relearner is? I haven't found it yet.

So Ive looked around and can't seem to find any info on this, I found the move tutor for hypnosis but my haunter can't learn it, shouldn't haunter be able to learn it, since its a lvl 1 move? Or am I just missing something? Lol.
