Aegislavender

I had talked to the NPC Victor to teach my Pikachu surf. He has my OT as I raised it from a Pichu I had caught. I also started with Pikachu as my starter pokemon. Every time I try to talk to Victor he says he can not teach surf to my Pikachu due to it possibly having an event move. The picture below has his current move set and I see no event move. Please help.
