Alright figured it out by Unebe#8091 that you need to faint it and after on it will proceed to evo when max happiness reached.

Had budew on required happiness (255), then tried to evolve with max happiness at these following times, doesn't work also consider that its a plant and it needs sunlight, so i fed 2 rare candies but it didn't work as well ok, so maybe rc didnt work, i tried to level it up at this time below of open area (cause of plants need sunlight xd) and spent another rc to double check if it works and it didn't
