Can someone explain what is happening here??? low fps outside turn off weather and effects and high fps inside the building I even reinstall this game 7 times

Since the recent update, whenever I play it, my frame rate drops. I keep removing and downloading to fix the issue, but the issue persists. Im currently playing on android and this type of problem didnt happen on halloween event its just happen when the game updated. My apps and games are all functioning well, and I even play MOBA games that run at a smooth 60 frames per second rather than this Pokemon game.
