Hello, I thought the capture restrictions had been removed? I was able to complete other Legendary quests that previously required capturing entire regions, simply by having the data seen. Are you sure about that? Thanks for your reply

Hello, I'm currently doing Manaphy's quest. I followed the quest order correctly (defeated Captain Phantom and spoke to Walter in Mauville). However, when I speak to Lizabeth, the quest doesn't progress. The NPC dialogue isn't what I expected either. I tried talking to the guard in front of the temple, but he won't let me in.
