As most know, fishing is bugged and you can spend 3-5 minutes fishing without encountering a single pokemon, even a Common one.
Most fishable pokemons can be encountered via surfing, but there are some exceptions like Omanyte and Kabuto.
Those two pokemons can only be found by digging fossiles (rare spawn) or fishing in routes 124 and 127 underwater (rare spawn too).
Fishing being bugged divides their encounter rate by two, which seems really unfair and unbalanced. I've spent hours looking for them.
I'm not blaming devs on the fishing bug, and I'm sure it's gonna be fixed someday.
But, until then, I think it would be a bit more fair to change their encounter rate to Uncommon instead of Rare when fishing, to give players a chance to find them with the same effort as if they were Rare and if fishing wasn't bugged.
Same goes for any other Rare pokemon that can't be found by surfing, but only fishing, I just don't know if there's any.
Again, I know they are supposed to be rare. But cutting the ways to encounter them by half makes them really harder to find than other rare pokemons.
