No, it's not posible to go to Route 5 and 6 without Cut

Having reached Bill's house in Route 25, I completed his quest - I helped him find the book under his pillow, but he did not give me a ticket to the SS Anne. Also, to get to this ship, I need to cut several trees, including to get into Diglett's cave and go down to Routes 5 and 6 to get to the ship. But here's the surreal thing - to cut the tree, I need HM Cut, which I will receive after helping the captain on the SS Anne, which will only be available to me after Bill gives me a [hecking] ticket. I am very angry and ready to abandon the game because of the bugs that prevent me from playing normally
