What's a good place to farm Magikarp? I can access both regions.

Pls answer these questions thx :D 1) Where can I get super rod? (a mod told me I don't need ms to get super rod) 2) Do I need super rod to catch Dratini? 3) Where do I catch Ralts?

I have the old rod and unlike other pokemon games with only Magikarp I have encountered the Krabby and Poliwag. I wonder what is the difference between the three rods? Do the likeliness of rare pokemon increase?
