Can I clarify a bit about this topic. It mean you want all pokemon have same stat and any move/ability? Basically, all same, just different at sprite pokemon?

This means that the Pokémon can be obtained -after- the cooldown time starts--not after it elapses--for it to be points-redeemable. If the Pokémon is obtained before that fifth Pokémon is captured, it will no longer count. If they were to obtain two Pokémon for the fifth task and submit one of them, the other one wouldn't count. In other words, if players were to obtain two Pokémon for the fifth task and submit one of them, the other one wouldn't count. After you submit the 5th pokemon to Rick, you can catch pokemon and it will still count for reward.
