i was told that an admin can help me. i have talked to more than 5 people and i keep getting referred to other people...i just want to play the game

I beat the gamecorner quest and beat Giovanni but i used an escape rope after i was done with him....i checked my backpack and i dont have the silph scope in there and i need that to progress any further....i went to go back in to grab it off the table like someone told me too but there is an npc named greg blocking the staircase and says only authorized people only....i really enjoy this game and would love to begin playing again been trying to get help for 2 days PLEASE SOMEONE

Doing the quest What have you already tried to solve the problem? tried restarting the pc....and the game Description and Message I was doing the quest i beat Giovanni and everything and completed it but the silph scope never apeared in my backpack. I cant go back in because a npc named Greg is blocking the staircase please help i cant go any further in the game without someones help :(
