Ampharos learns Cotton Guard at Level 46 as listed in the games, if its not in the Pokedex in the game then one of the two things is clear. 1.) They removed that move from Ampharos' moveset. 2.) Its some sort of glitch and when Ampharos gets to level 46, it will learn the move.
