I try to do quest to unlock fast transport in hoenn but when i go to power plant near route 110 Wattson is not there. I spoke to security guard and i beat Hoenn elite 4. pls help

I was on route 33 catching pokemon and i met heracross and cought him after that server had crasherd and after 2 minutes i log in again and now i dont have him

Also stuck on Kalijodo lake.
