yes, they reworked it like 6h after it started and both mincino and larvesta got removed, i am 95% sure

i stoped everything some years ago but i started watching everything some months ago, i finished like 2 weeks ago and now im following the release schedule, btw HYPE FOR TODAYS EPI

for me i lost twice cus the server went down in the middle of the fight then it didnt spawn again, but i got access to trainers valley anyway and the game acted like i defeated him so i guess you will experience the same

from 12h-24h, thats where i find mine, before that the rare spawn is mawile

afaik the enconters reset are 48h after the last time you spoke with him, and he spawns in front of the 1st stop.
the places i found so far are:
1-cerulean cave entrance
2-bill's house
3-viridian gym
4-viridian forest(little bit on the right of the maze)
5-pewter museum
6-mt moon pokecenter
7-vermilion port
8-inside diglett cave
9-next to kanto's daycare service
