    I just figured it out. Did a little more in-depth research and found it out. This thread can be deleted. *If anyone was wondering the same, you learn it by a move tutor and not by buying the TM in Goldenrod city. The tutor is in Celadon city. You need a surfable mount to traverse the surfway to reach him.

    Hey guys, I've been following a few guides just to help me out and understand the game a little more and in one of them they suggested me to get a Clefable because it was a really good pokemon to have. Now I have 3/4 moves that I need on him. The only problem with the last move is that I can't teach him to do it. Oddly enough, on the guide it says I could. I bought the Softboiled move off of the goldenrod place but I can't seem to make him learn it. Is there a reason why?
