By not evolving it will be easier to level it up, by evolving it will get higher stats, but they won't lose any stats if you wait with evoling just simply not gain them until you do. I don't wait with evolution unless I want that pokemon for pvp as you need it on lvl 100 for that, and it take ages leveling them too 100 if you do evolve them.

ok, worth checking anyway :) what is the lowest acceptable price for that sneasel though? would like it but currently I'm low on cash no problem, i would sell it to you for 50k, if u dont have the money, i will give you 48 hours to farm it. After this time it can be bought by others again. Nice, I'll take you up on that offer will contact you again if I manage to farm it up :)
