I'm not sure that I agree with the philosophy of trying to fight certain undesirable practices by making them more tedious and time-consuming to perform (but not necessarily impossible), especially when that tedium and time-consuming nature bleeds into the experiences of other players of the game. If starter farming is the major issue at hand here, I suggest something pretty simple: don't let people trade their starter. It makes sense from an in-universe perspective-- most trainers have a special place in their heart for their starter (and would have a knee-jerk "WTF" moment if anybody asked them for theirs, which you could maybe incorporate into the dialogue box that comes up telling you that you can't trade that Pokemon)-- and would actually stop starter farming from being a thing.

I'm pretty hyped about this game, especially the prospect of evolving a single team from Kanto through to Kalos, and would like to take a moment to appreciate the PRO team for setting this whole game up! Alright, now here are the Pokemon Opinions that you all probably don't want or need to hear, but which are crucial to any Pokemon fansite introduction regardless. Favourite Pokemon: Empoleon. Love that giant, horned penguin. Favourite Type: Steel. Favourite Generation: Generation III I have a bunch of dumb strategy thoughts but I lack the patience to actually train up a viable team for PvP, so I tend to stick to that one Showdown site for serious battling and stuff. Mostly I just use my knowledge on the Help chat in PRO-- rating mons and advising people about movesets and stuff. Feel free to drop in and shoot me a few questions some time!

    Magneton gets two-shot by any ground type pokemon worth training, and one-shot by a high-power Double Kick. Steel may be supereffective against Rock, but you can grab a Sandslash or even a Nidoking/queen relatively easily by that point in the game-- which are both capable of shrugging off the one Flash Cannon that the Magneton will be able to fire off with ease. Electric types just flat out don't have a lot of options when it comes to fighting ground types, particularly the Kanto ones. You could give Lance a Lanturn, but that's liable to get one-shot before it can even do anything. Ice and grass attacks? Hella rare on the electric crew, outside of Rotom, the electric legendaries and Lanturn. ... One option might be Electabuzz, which IIRC has access to Ice Punch, and is pretty fast.
