Stijnemans

Hey guys! I've completed the Hoenn league but Symphonia wont spawn in Saffron city. I've been looking around on the internet but couldn't find anything. I also tried to do as much as possible in all the accessable regions, but after spending some time in them she still won't spawn! Please help me out I can't go to Sinnoh!
