^^^ It is the one from Sevii Seven Island. At this time, he's simply a placeholder for new content. Be sure to check the game updates here in the forum though, as you never know when they'll give him an actual role.

As a quick tip- remember to stock up on great/ultra balls, plenty of potions and all the TMs you can get your hands on before going to Hoenn. These are items that will really aide you in the launch of the third region. Good luck!

I'd be willing to bet that it's in the 'To-Do' list, however, the focus of new content likely takes precedence. I'd rather have Sinnoh than new battle animations.
