Yes, it is exactly. Someone know where is it? Their boss police in the celedon city (go left from lavender town and then go underground to go through celedon city). Then you will find the police somewhere in bottom of city at the casino side. It is the quest Celedon Rocket Hideo. These NPC added for more hint to new players (who has not go through story yet), for old players (it will not impacted anything). Thanks I not found it. :(
