I have surf but where do I surf? Go to Route 10 (two maps east of Cerulean City), then you use surf at the top of the map and surf around the fence to reach the Power Plant. Thanks man

I use Windows 10 and I don't have this problem (I play on a very good computer so that doesn't help tbh) (or maybe it's just for other specific computers/laptops/etc)
