Swablu aren't extremely rare. They are actually pretty easy to find. where is it that they are not extremely rare? because every rarity guide i see on these forums has swablu listed as extremely rare -
is there a thread with the guild and player rewards?

The only other way I know of to get upgrade is for Porygon to be holding it when you get him from turning in a silver disc. all the ways to get upgrade require rng luck though.
