Nice to have you in game but i think you just challenge Jackson ( the guy with eevee ) for once, so you need to come back to his mom's house ( the house next to your mom's house ).Therefore , you can continue but the forest to the left of viridian city is the best place for you to train some levels. It's correct. Pokemons need to fight wild pokes to train ev so u can even train it at lv 1 or lv 100, but if u train wrong ev but it's already 100. Use berries and train the Evs you like. Good luck :y:
