Info on how to get into Trainer's Valley/Unknown Place

After i caught 120 kanto pokemon and evolved 32 it gave me the option to take the train from golden rod to Trainer's Valley for 10k. -

I wanted someone to link me to where the rules are for the game. Mainly the rule that says you're not allowed to type in all caps. And if that's really a rule couldn't Shane just code it so people who type in caps get automuted, but then again what could would GMs be if that was implemented.
