I don't like the Route 6 you listed for "Speed and Spatk (Kanto)" because:<br/>
1. It lists both water and grass Pokemon rather than having them as 2 separate entries.<br/>
2. Bellsprout, Psyduck, Drowzee, and Jigglypuff are common enough that you'll be running from quite a few battles.<br/>

Route 5 is only effective at Night, but it is a more preferable option (IMO). The only Pokemon you have to run from is Pineco (+def) but it's extremely rare (I've only seen 1 so far) and you're unlikely to run into it.<br/>

Pokes:Spatk- Gloom, Abra, Oddish<br/>
Speed- Meowth<br/>
Encounter:Common<br/>
Timing: N<br/>
Ev's: 1 and 2<br/>

Fully EV training a single Pokemon here should be relatively easy within a single night (assuming you start early). Even if you don't you can go down to Route 6 and Surf to finish SpAtk and then over to Diglett's Cave and finish Speed. It's also beneficial because if you finish SpAtk before Speed (which is highly likely) then Diglett's Cave is nearby to finish off the remainder.<br/>

For HP EV in Kanto you have HootHoot listed as M/D/N in Viridian Forest. This is incorrect. HootHoot only spawns at night.</t>
