    How do I get him to appear? When I go into a transmat station, I either get the message that the software has already been uploaded or that I was too late. This happens at every pokemon center I have been to after I finished the five software uploads.

    I have this bug too. After I beat Wally and got teleported to Wattson, the same dialogue prompt appears for me and I can't finish the quest.
