  3. Cant get inside the pokemon tower

    so apparently i cant get inside the pokemon tower because of the old lady keeps interrupting me telling me i need to know everybody in the town, which i've done. and i've also gotten the silph scope and the eevee from the team rocket mission. please help i've been trying to find the solution for hours.
