I wanna transfer my Silver character to the Gold one.How can I do it?

Hello! I want to report a bug which maybe happened only to me. I was in the market underground and i should speak to the guard and give him water, but when i give him the water there isn't a menu that gives me to choose a pokemon that knows sleep powder. I asked some people to help me and they told me they have a menu to choose a pokemon with sleep powder. Also tried to reinstall the client,but nothing happens. PRO nickname: xRun Server: Blue
