Yes I chose pika as starter, when i talk to Ash npc at route 9 he just says that i haven't met him at viridian [ and i did]. So do i just find the hat regardless?

Umbreon can not learn that move, sorry.

Edit: I reached him at route 9 and he just said that I haven't seen him in viridian forest that's all :/
